The papers explore how governments, employers, and education systems can best prepare workers for the opportunities and disruptions created by AI adoption. They introduce the concept of the “AI Labor Stack,” which groups workers into innovators, facilitators, and users, and argues that successful AI strategies require investment in skills across all three groups.
